Digitalisation and Efficiency at Loading Docks: Advancing Ethical and Collaborative Logistics

Spanish Shippers’ Council (SSC) – Transprime actively collaborated in the preparation of the study “Dock Management in Spain Three Years After RDL 3/2022”, presented in Madrid by FIELDEAS and the Spanish Logistics Centre (CEL).

The report, developed with the participation of the European Shippers’ Council (ESC), the Global Shippers’ Alliance (GSA), the International Road Transport Union (IRU) and ASTIC (Spanish International Road Transport Association), analyses how loading and unloading operations have evolved in Spain since the approval of the Royal Decree-Law 3/2022. It focuses on digitalisation, collaboration and efficiency as the main levers for improving logistics performance and competitiveness.

At SSC, we fully share this vision, which aligns with the principles we promote through the Responsible Shipper Certificate (CCR) — a project that drives ethical, transparent and continuously improving logistics, aimed at building a more sustainable and resilient supply chain.

During the session, our Secretary General, Jordi Espín, emphasised the need to transform “waiting times” into “loading and unloading times” as a new logistics management metric that reflects real operational efficiency.
In addition, Alfons Esteve, SSC’s legal advisor, analysed the impact of RDL 3/2022 on responsibility allocation and process optimisation, offering a valuable legal perspective for logistics stakeholders.

The event also featured interventions from leading professionals across the logistics and transport ecosystem, including Ramon García (CEL), Lola Hurtado (FIELDEAS), Mònica Viloria (Ercros), Alberto Blanco (Carreras Grupo Logístico), Fco. Javier Torres (Galletas Gullón), Marta Sánchez (Transportes Frigoríficos Narval) and Elena María Atance, General Director for Road and Rail Transport at the Spanish Ministry of Transport and Sustainable Mobility.
